why don't more pizza places make stuffed crust pizzas?
I used to be the assistant manager/cook at Pizza Hut in my hometown, and in my experience, the stuffed crust pizza was so rarely ordered that we wasted box after box of the cheese strings, we used for them because we'd get one order, for one stuffed crust pizza, and we break open a bag and toss it in the cooler by the make table.

Lo and behold, every single freaking time we did that, we'd make 2, maybe 3 pizzas more in the next day and a half before we had to throw the whole thing away(because the cheese dried out or just wasn't flexible enough to be workable).

on top of that, making a stuffed crust pizza in the middle of a rush was always an absolute pain in the freaking rear. You had to take a normal crust, stretch it as normal, then stretch it even more, put in the cheese strings, then fold it back over the cheese, pressing your thumb down to make sure it stuck. Like, this is Pizza Hut crust, so it really wasn't that bad, but I imagine for places that make their own crust from scratch, that kind of extra stretching might screw with the crust, tear, etc. Idk, I've never actually worked at a place that didn't have pre-made crust - just a theory.
Finally, cheese in and of itself is expensive, so I would expect(as other answers have stated) that for a lot of pizza places, especially mom and pop stores, it's not worth.
A. The potential waste
B. The extra training it would take to get people to do it right(at Pizza Hut it was a pain in the rear), but more importantly to do it fast.
C. All of the extra work it takes in the first place to even get a crust ready to be stuffed. It's just too gimmicky and time-consuming(as stated in previous answers). A pizza place, depending on location, has to constantly turn out pizzas like freaking hotcakes. It's just way too much of a nuisance.
